Access in a district that never closes

Rolla has no gates and few management offices; access is arranged with the shop owner, the hotel manager or the building watchman directly. The constraint is the street. Parking is scarce at every hour and loading bays are shared, so the technician often works from a trolley, and larger jobs such as a hotel programme or a restaurant kitchen degrease are scheduled for the early morning when the streets are passable.
