Dubai Municipality: Food safety intensified for new academic year

Dubai Municipality announced on 2 September 2026 that it had intensified inspection and awareness activity across more than 500 schools, nurseries and other educational institutions before the 2026 to 2027 academic year. The municipality's statement describes inspections covering school canteens, building facilities, water systems and swimming pools, and says food suppliers and canteen menus were reviewed and approved before term started. Around 800 food-contact products, including containers and drinking water bottles, were tested. The statement is attributed to Dr Naseem Mohammed Rafie, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality.

Two details in it matter to anyone running a kitchen, not only a school one. The first is that canteen permits and approved menus were checked as documents, not as a walk-through. The second is the list of building items inspected alongside the food: ventilation and air-conditioning systems and their air filters, and water systems and tanks, with what the municipality calls approved cleaning and preventive maintenance records and required laboratory testing.

That is the same paperwork a food premises is asked for in an ordinary inspection, and it is the part most kitchens cannot produce on the day. A tank cleaning that happened has to be evidenced by a certificate with a date on it. An AC filter that was changed has to appear in a maintenance record. A pest control programme has to show the contract, the technician's name, the products and concentrations, the methods, the frequency and the monitoring records, which is the list in section 4.4(e) of the Dubai Food Code.

What this means for your kitchen, in order: pull the file before anyone asks for it. Check that the water tank cleaning certificate is current and names the tank; that the AC and ventilation cleaning has a dated record and that someone can say when the filters were last changed; that the pest control visit reports are in the file for every visit, not just the recent ones, and that the device plan matches what is actually on the wall. Where a school or a nursery is a client, the canteen menu approval sits alongside those.

Nothing in the announcement changes a requirement. It is a reminder of which records an inspector opens first, and it arrived at the start of a term rather than at the end of one, which is the useful part: the file can be brought up to date before the visit rather than after it.
