Moving to Dubai from Europe: Pests You Know

By MUMTAZ Editorial Team·

Europe is not one pest map. A flat in Hamburg, a villa near Valencia and a house in Gothenburg face very different insects, and the rules behind pest control differ too. If you are moving to Dubai from Europe, some of what follows will feel familiar and some will not. Each country below gets only what we could check against a public source.

We also have separate guides for readers from other countries: our guide for readers from the UK, our guide for readers from France and our guide for readers from Russia.

Germany: a trade with a formal qualification

In Germany, pest control is a craft with a formal route in. The apprenticeship for a Schädlingsbekämpfer runs 36 months, under a training regulation dated 15 July 2004, according to the IHK Dortmund job profile. The Federal Environment Agency says a person counts as sachkundig (competent) once they have passed the apprenticeship exam or the recognised "Geprüfter Schädlingsbekämpfer" exam and keep up regular further training, and it suggests asking a pest controller for an IHK certificate or proof of expertise (Umweltbundesamt). The Deutscher Schädlingsbekämpfer-Verband (DSV) is a registered association of 305 member companies as of July 2026, per its Bundestag lobby register entry.

German readers are used to asking "who is the Sachkundiger?" That is a good habit in Dubai too, as the last section explains.

Italy: termites and the tiger mosquito

Termites occur naturally along the Mediterranean coast, in much of Italy and Spain and in southwestern France, according to the Norwegian encyclopedia Store norske leksikon. Researchers also recorded Coptotermes gestroi in Italy and Europe for the first time on a yacht in a boatyard at Riposto, Sicily, as reported in the Bulletin of Insectology.

The tiger mosquito is the other Italian pest. The ECDC factsheet on Aedes albopictus says it was found in Italy in 1990, linked to the port of Genoa, and spread to 22 provinces within ten years. If you have lived with it, you already know that a small amount of standing water is enough. See our pages on termites and mosquitoes.

Spain: termites are a trade concern

Spanish pest control trade press treats termites as one of the sector's strongest threats. The Interempresas article (2014) quotes the director general of ANECPLA, the Spanish environmental health association, saying eradication should be left to professionals, and refers to the specific qualification set by Real Decreto 830/2010. ANECPLA is based in Madrid and offers a search for its associated companies.

The Netherlands: rats are a municipal matter

Dutch readers know the brown rat as a city problem. The Binnenlands Bestuur reported in 2019 that about 80 of the 355 Dutch municipalities had a management agreement with KAD, the Kennis- en Adviescentrum Dierplagen, and that municipalities set their own rat policy. KAD teaches courses on pest control, and its director said municipalities should map problem areas, count rats, prevent waste and food scraps, and inform residents and businesses.

Ireland: a diploma and a link to Britain

The Irish Pest Control Association (IPCA) offers an IPCA and Lantra Diploma, delivered fully online, with workshops on vertebrates and exams, as set out on the IPCA training page. The British Pest Control Association said in 2018 that the IPCA Diploma is accepted as a qualification for BPCA servicing membership. So an Irish pest controller's training can be recognised across the Irish Sea.

The Nordic countries: bed bugs, not termites

The Norwegian encyclopedia places termites' natural range in southern Europe and adds that heated homes mean they cannot be ruled out in Norwegian cities one day. For Scandinavian readers, bed bugs are the better-known problem. Anticimex was founded in Sweden in 1934 as a family business tackling bed bugs, with a "no bed bugs guarantee". A Swedish property trade report from March 2026 says Anticimex carried out 19 percent more bed bug treatments in 2025 than the year before, after several years of decline from the record year of 2019, mostly in private homes, and that travel with overnight stays is the most common way they spread.

Central Europe: the Czech Republic

In the Czech Republic, the official business portal explains that special disinfection, disinsection and deratization is a licensed trade, and that proof of professional competence under decree 490/2000 is needed (businessinfo.cz).

One shared rulebook: the EU Biocidal Products Regulation

Across the EU, pest control products sit under Regulation (EU) No 528/2012, on the making available on the market and use of biocidal products. Its stated aim is to improve the functioning of the market while ensuring a high level of protection of human and animal health and the environment (Article 1, text as retained in UK law). The DSV lists the Confederation of European Pest Management Associations (CEPA) as its European membership.

That rulebook stops at the EU's border. In the UAE, products and companies are governed by UAE and municipality rules instead.

What changes in Dubai

  • Residents do not treat their own homes. A Dubai Municipality specialist told Khaleej Times that the public is not allowed to apply pesticides at home and should use companies licensed by the Public Health Pest Control Section. An approved supervisor must be present during the work (Khaleej Times). Shop-bought sprays are not the route.
  • Approval is service by service. A ServiceMarket guide says not every approved company holds permits for fumigation or termite control, so ask which pests the company is licensed to treat (ServiceMarket guide). Our licence check page shows how to verify one.
  • Ask for the technician's ID card and use the Municipality helpline on 800900 if you want to confirm a company. Dubai Municipality links to its list of approved pest control companies.
  • Follow-up is part of the job. MUMTAZ's residential package adds a gel bait revisit within 3 days and a 6-month re-treatment warranty on the pests treated. For how long to stay out after a treatment, ask us for the product being used.

For a European, this is the German "Sachkundiger" question again: who is competent, who approved them, and where do I check?

BPCA and NPMA: where a European's home standards meet MUMTAZ

Readers from Europe tend to look for a national body first, such as the DSV in Germany, ANECPLA in Spain or the IPCA in Ireland. MUMTAZ is a UAE company, founded in Sharjah in 2006, and the associations it belongs to are the British Pest Control Association (BPCA), which describes itself as a not-for-profit body representing pest management companies, and the US National Pest Management Association (NPMA), which says it serves over 4,000 member companies (NPMA).

To check our BPCA membership, contact the association at membership@bpca.org.uk or ask us for proof.

NPMA's member directory is behind a login, so for NPMA, contact the association or ask us for proof.

Neither is a UAE licence. Permission to work comes from the municipality, and MUMTAZ holds Dubai Municipality and Abu Dhabi pest control approval alongside a Category A listing on the Sharjah register. The ISO 9001, 14001 and 45001 certificates are on our certifications page.

Book pest control in Dubai

Frequently Asked Questions

Can I use a pest control company from my home country in Dubai?+

Only if it is licensed in Dubai. A Dubai Municipality specialist has said residents may not apply pesticides at home themselves and should use a company licensed by the Public Health Pest Control Section, with an approved supervisor present. Ask to see the current approval and the technician's ID card, and compare the company against the Municipality's published list before booking anyone.

I come from northern Europe and have never seen termites. Should I worry in Dubai?+

Termites occur naturally in southern Europe, so many northern readers have little experience of them. In the UAE, a 2005 survey by Kaakeh identified six subterranean termite species, all present in Abu Dhabi and Dubai. Ask for an inspection, and ask any company whether it holds a permit for termite work, because approval can be specific to each service.

Do EU biocide rules apply to the products used in my Dubai villa?+

No. Regulation (EU) No 528/2012 governs biocidal products on the EU market. In the UAE, companies and products fall under UAE and municipality rules. A sensible habit carried over from Europe is to ask which product is being applied and where. Ask for the product details on the service report, and ask us how long to stay out of the treated area.

How can I check that MUMTAZ is a BPCA and NPMA member?+

MUMTAZ is a member of the British Pest Control Association and the National Pest Management Association. For BPCA, write to membership@bpca.org.uk or ask us to show proof of membership. NPMA's member directory needs a login, so contact NPMA or ask us for proof. For the licence itself, ask to see our Dubai Municipality approval and the Sharjah Municipality register entry. Membership is not a substitute for municipality approval.
