Container Fumigation & Certificates in Dubai, Sharjah & Abu Dhabi

The usual trigger is a destination country requirement. Many importing authorities require treatment and certification for agricultural commodities, foodstuffs, timber and packaging, and some require it for general cargo from particular origins. The requirement belongs to the destination, not to the UAE, so the specification comes from your buyer, their customs authority or your freight forwarder.

The second trigger is a letter of credit or a contract clause requiring a phytosanitary or fumigation certificate as a condition of payment. In that case the document is a commercial instrument and its details have to match the shipping documents exactly — container number, seal number, commodity description, quantity and dates.

The third is a live infestation found in stored stock or in a container at loading, where treatment is needed before the cargo can ship. This is the one that creates deadline pressure, since it arrives unplanned.

A point worth being clear about: wooden packaging treated to ISPM 15 carries its own stamp from an approved treatment provider, and that is a different thing from fumigating a loaded container. If your buyer is asking about pallet marking rather than cargo treatment, tell us — the requirements are not interchangeable and sending the wrong certificate causes exactly the delay you are trying to avoid.

The enclosure is sealed — a container, a stack under gas-proof sheeting, a chamber, a hold or a warehouse area — and the fumigant is introduced at a dosage set by the commodity, the volume, the target pest and the ambient temperature. The gas must then be held for a defined exposure period, which is what actually achieves the result; cutting it short to meet a truck produces a certificate that does not reflect a completed treatment, and we will not do it.

Warning signage and exclusion of personnel are mandatory throughout. After exposure the enclosure is ventilated and gas levels are monitored down to a safe threshold before the space is released, the container is sealed for transit or the cargo is moved. Clearance is a measured step, not an assumption based on elapsed time.

Temperature matters more than most clients expect. Fumigants work more slowly in cooler conditions, so exposure periods extend, and a treatment planned around a summer schedule may need longer in winter. We build that into the timeline at the point of quoting rather than discovering it on the day.

Not everything can be fumigated. Some commodities are incompatible with particular fumigants, and some cargo is better treated by heat or by cleaning and reconditioning. If your consignment falls into that category we will say so rather than treating it anyway.

The certificate records what was actually done: the cargo or container identification, commodity, the fumigant used, dosage, exposure period, dates, the site, and the operator. For it to be accepted, those details must match your shipping documents, so we ask for container and seal numbers, the commodity description and the quantity before the job rather than after.

We will not issue a certificate for a treatment that was not carried out, was cut short, or was applied to a different container than the one on the document. That should not need saying, but it is asked for often enough in this trade to be worth stating plainly. A certificate that does not match reality is worthless to you at the destination and exposes your consignment to rejection.

We also do not issue phytosanitary certificates — those are government-issued documents obtained through the relevant agriculture authority. We can supply the fumigation treatment and certificate that usually forms part of that application, but the phytosanitary certificate itself comes from the authority, not from a contractor.

For recurring exporters the practical arrangement is a standing agreement with agreed lead times and a known treatment specification, so that a shipment does not become an emergency each time it recurs.
